In Order to comply with new legislation, every home owner where an Electric Fence System is in use, is required to have an Electric Fence Compliance Certificate (EFC).
We have teams of trained Certification Officers that will perform a complete inspection of your electric fence system at your home, residential complex or business premises.
If your fence is found to be compliant, we will issue you with the required EFC certificate which remains valid for a period of two years.
Should your electric fence system not be compliant, we will supply you with a complete report of the required changes to make your Electric Fence Compliant and at the same time, we will have one of our accredited installers issue you with an accurate quote for all the work required. All our inspections are done strictly according to the parameters set out in the legislation and regulations. Our Certification Officer will explain every item that does not comply, together with the relevant criteria, to you. This offers you complete peace of mind that by dealing with us, you get the facts! Once the work is completed by one of our accredited installers, we will issue you with the required compliance certificate. Electric Fence Inspections.

LEGAL REQUIREMENTS FOR ELECTRIFIED FENCING (SANS 60335-2-76 - South  Africa):

Wall Height: Minimum wall height of private property to be secured - 1.5 metres.

Brackets: Upright brackets may be used without any height restriction.

Angled brackets: Brackets can be angled at no more than 45 degrees out
and are to be installed on the inside of the boundary wall.

Neighbours: It is not permissible to angle brackets into a neighbour’s property without their knowledge or consent.

Hazard: Electrified fences are to be installed and operated so that they cause no electrical hazard or entanglement to persons or animals.

Barbed wire or razor wire: These shall not be electrified by an energiser.

Warning Signs: Electric fencing installed along a public road or pathway shall be securely identified with
YELLOW WARNING SIGNS (100 x 200 cm) at intervals not exceeding 10 metres. All gates and access points to have warning signs.

Electrified Gates: To be capable of being opened/closed without the person receiving a shock.
 

These are just the basic regulations concerning domestic installations and do not include all the technical requirements and specifications.

Certification Process.

 What is the process when requiring these certificates?

You, or your agent or even your transferring attorney can request that we perform these inspections for you.

Click on the "ENQUIRY FORM" tab on our menu and simply complete the fields relating to Compliance Certificates for Electric fencing.

Once we receive the request we will contact the seller, who is generally responsible for the costs involved, to make the necessary arrangements to enable us to perform the inspection. 

The inspection fees are payable in advance in order to confirm the booking and are due irrespective of the outcome of our inspection.

The inspections have two possible outcomes, and are based on legislation and regulations.

Should the installation be in line with the legislation and regulations, our inspector will submit a report to our offices confirming that your installation is compliant and we will issue the certificates within two working days of having received the report. There is no additional cost for the certificate. 

Should the installation not be compliant we will issue you a report and instruct one of our accredited installers to supply you with a quote on the necessary remedial work that is required to make your installation compliant.

On receipt of the quote, you may decide to accept the quotation after which we will instruct the respective installer to affect the necessary work. Upon confirmation from the installer that the work has been completed, and subsequent to having received a release notification from you, we will issue the certificate.
In order to ensure that all workmanship is completed in accordance to the legislation, we may perform a second inspection prior to issuing the certificate. This second inspection will be free of charge and serves as a "quality control" mechanism. It is aimed at ensuring that our accredited installers retain the highest quality standards and that their work is in line with our standards and legal requirements.

OR

You may opt to not accept our installers quotation and make use of an alternative company to affect the required work.

If you do decide to make use of another company we would recommend that you ensure that they are qualified and authorized to issuing you with a certificate, however you should bear in mind that they may also charge you an inspection fee, leaving you liable for two inspection fees. Alternatively, we can perform a second inspection on the work undertaken by the company you chose, in which case a second inspection fee will be payable and we cannot guarantee that a certificate will be issued due to the possibility that the work may not be in line with regulations. In the event that you wish to make use of an alternative company to perform the necessary work, and require us to certify such work, we strongly recommend that payment for such work be held over until such time as a compliance certificate is issued by us. We cannot be held responsible for work undertaken by installers that are not accredited by EFC to perform such work.

One of the main purposes of this new legislation is to ensure that installers are qualified and certified to perform safe and functional electric fence system installations. The legislation falls under section 35 of the Machinery and Occupational Safety Act, 1983 (Act 6 of 1983) and is designed for your safety and the safety of others. Persons that operate non compliant electric fence systems will be liable to penalties under section 23 of the Act and persons that are shocked or injured by non compliant electric fence systems will have legal recourse under law against every users or lessor of the electric fence system in question, regardless of the reason they were shocked or injured. 


Penalties for non compliance.

It should be noted that section 23 of the regulations states : "Any person who contravenes or fails to comply with a provision of regulations 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 13, 14, 15, 16, 17, 18, 19, 20, or 22(1) shall be guilty of an offence and liable on conviction to a fine not exceeding R 1000,00 or to imprisonment for a period not exceeding six months and, in the case of continuous offence, to an additional fine of R5,00 or to additional imprisonment of one day for each day on which the offence continues: Provided that the period of such additional imprisonment shall in no case exceed 90 days."
